On i386 architecture, each packages other than packages-4.3-release/All/* are symbolic links to ones on All/*. On the other side, it seems each packages for Alpha architecture have their own body. I don't know files on ftp-master is linked by hard link or not, but rsync'ed files are stored as individual files and stressed disk space.
