Essentially no, you need INET.  FreeBSD is a network operating system at
it's core, and to my knowledge won't operate properly w/o it.

Here is a snippet from the handbook:

options INET

	Networking support. Leave it in even if you do not plan to be
connected to a network. Most programs require at least loopback networking
(i.e. making network connections within your PC) so this is essentially
mandatory.
