While attempting to upgrade to 4.3-STABLE a month or so ago he had some problem running mergemaster (I'm not sure of the details) and the system stopped processing rc.conf. After re-running mergemaster rc.conf now appears to be processed (the network and hostname settings are set) but doesn't always seem to work. He's had to change defaults/rc.conf for a couple of settings (such as firewall enable). Most recently, he's tried to enable sshd in both rc.conf and defaults/rc.conf with no success.
