Bug number 211255 identifies problem with "qjail install" command when=20
the RELEASE version running on the host has a patch level greater than 13.
User submitting the bug report is running 10.1-RELEASE-p35
Never allowed for patch levels greater than 13. This bug has been there=20
since the very beginning, 8 years.=20=20
Changed logic that checks for condition where the release version has
a patch number on it. Now only looking for presence of "-p", ignoring the=20
patch number all together.
