The new port

This port is a Python library wrapping OpenCascade (OCCT), primarily for us=
e by
CadQuery (port to follow).

It is generated from files generated by the release. As such they are not
strictly part of the release itself, which is why it was necessary not to u=
se
the GH_ functionality, as that only seems to be able to fetch the release f=
ile
of the expected name, not any other files associated with the release.

I am working on another version of the port that will generate these files
itself simply from the release, but this is proving difficult so may take s=
ome
time, or even be beyond my abilities, so it makes sense to add this port no=
w so
that CadQuery can be used.
