I've just checked it out with 11.4-RELEASE/amd64 in Virtualbox adding
if_re_load=3D"YES" to /boot/loader.conf and booting GENERIC kernel.

First, loader successfully loads kernel then if_re.ko
Then kernel starts and after the line "FreeBSD clang version 10.0.0 (...)" =
it
prints:

module_register: cannot register pci/re from kernel: already loaded from
if_re.ko

So, the module has priority in case of /boot/loader.conf or /boot/nextboot.=
conf
