This is the start of a sequence of commits to these files that will
bring them back into line with the standards that I used many years
ago in maintaining them.

Once I have them all up to date in -current I plan just one commit
to MFC, though it won't really be an MFC since the files have some
rather large differences that would cause more conflicts than corrections
from a cvs update -j.  I'll simply create a clean set and commit them
over the top of what is there.

Planned sequence of events is:
    a)  Add this README file hoping that people might actually read it :-)
    b)  Add references to this README file in all the BSD.*.dist files
    c)  Clean up white space errors.
    d)  Clean up sorting order.
    e)  Add missing and remove extra entries (producing this last one
        is being a bit of a pain, anyone have a quick command to find
        directories that have no entries in them?).
