Or even, it is the address of a unique instance in a physical device - a physical device may have more than one TEI assigned to it. A TEI is a layer 2 concept. The Call Reference uniqely identifies a single call control transaction on a given S0 bus. IIRC there may be even the same CR's used for incoming and outgoing calls because the direction is encoded in the CR information element (as this was a fat bug in i4b).
