Is it possible that your cvsup is putting the updated doc/ tree somewhere *other* than where the RELNOTESng build process is looking for it? Are you setting the DOC_PREFIX Makefile variable when you do the build, and if so, what is it set to? Has RELNOTESng ever built correctly for you?
