It works now.  I had to scuttle disklabel to get it to write the damn disklabel
in spite of what the kernel says.  I don't think that is IBM drive specific.
I have had the same problem with other drives before.

1 DOS partition (for games like DOOM and such)
1 much larger FreeBSD partition.
