In /usr/ports/graphics/jbigkit/Makefile is the line:

MASTER_SITES=   ftp://ftp.informatik.uni-erlangen.de/pub/doc/ISO/JBIG/

ftp.informatik.uni-erlangen.de is no longer permitting anonymous FTP.
Because of this the port is always pulling the source from ftp.freebsd.org

The program itself lists 

http://www.cl.cam.ac.uk/~mgk25/download/jbigkit-1.2.tar.gz

as one of the locations for this file, and that server is still
operating.
