you can download the installation images and use rawrite to copy them to 
floppies doing the following:

ftp to ftp://ftp.freebsd.org/pub/FreeBSD/releases/i386/4.3-RELEASE/floppies/ 
    to download the images for 4.3 stable (kern.flp & mfsroot.flp)

ftp to ftp://ftp.freebsd.org/pub/FreeBSD/tools/    to download rawrite


you can also do the above using ftp://releng4.freebsd.org/~same_as_above    
to get the most recent 4.3-stable version.
