Because most people use XFree86 4.x.  XFree86 4.x includes Mesa and
produces libGL (and libGLU), which can't be updated to a more recent
Mesa due to the DRI drivers being closely tied to Mesa.

If you want Mesa 5 for updated libglut or for XFree86 3.3.x, I have been
working on an update/split of the Mesa3 port, but probably won't have
time to finish it until after finals.
