Well, "cloning" suggests that the drives are identical. It's possible to copy file systems from one drive to another, as long as they're the same size. Otherwise your method is perfectly practicable, it just takes longer. On modern drives you can expect to copy 20 MB/s with dd; you won't get more than about 10% of that with dump/restore.
