It [porters handbook] is actually part of the doc tree, created to be the authority on working with ports ;) Just like the FDP Primer is the authority on documentation, and the committers-guide being the authority on dealing with disputed commits. Even though the ports committers may have a knowledgeable domain, its pretty much our job to upkeep the document. A few people (kris comes to mind) will commit or have a user commit changes to it (usually after our review).
