Not necessarily. Every pathname is configurable with INN, it just happens to come with a sample config where it's all under /usr/local/news. There is nothing that requires this at all, and nothing stopping it going into /usr/local/lib/news, /usr/local/etc, and so on, except for finger memory, and somebody's time to sit down and adjust the patches.
