I apologize for speaking too soon:  the Handbook isn't in the doc
distribution (at least, not in the -STABLE snapshots), although the
documentation (e.g., LAYOUT.TXT, ABOUT.TXT) indicates that it should
be.  I'll ask on the doc list.
