Now, I remember why I've used Windowmaker for 4 yrs. The GNOME 1.4 panel comes from the gnomecore package. Basically, if you make sure this port/package is not installed, then reinstall x11/gnomepanel, you shouldn't have a problem. There should be no way the GNOME 1.4 panel comes up.
