I'm going to assume that you're using FreeBSD 2.1.6 or earlier?
You're running afoul of a bug in the DOS installer.  Please try
2.1.7 or later from ftp.freebsd.org, thanks!

If this happened with 2.1.7, perhaps you ran out of space in the
target filesystem?
