 I noticed the same problem.
 # I sent report to ports-jp.
 
 I think the problem is not 'yes' or 'true',
 but the place of USE_X_PREFIX.
 I moved USE_X_PREFIX before .include <bsd.port.pre.mk>,
 then it's installed expected place.
