They should be present, but have no getty running on them.  You'll need
to enable them in /etc/ttys.  You may also need to MAKEDEV them -- use
'MAKEDEV vty16' to make 16 of them.  I'm not sure how you access the
ones beyond the 12th though with a keyboard which only has functions
keys up to F12.
