Indeed we could use 1.3. I just checked the bsd.java.mk source and if USE_JAVA is set to 1.1+ and no JDK is installed, then it will use 1.1. But I suggest we hold off changing this now, because we're in the process of a new bsd.java.mk 2.0, by Herve Quiroz. If there are any changes we need to make to the process, they should be made to the new version.
