It's nice for developers to have a place to put miscellaneous stuff like motivations, justifications, rationale, etc. Sometimes the "HISTORY" section doesn't quite cut it, and there are an increasing number of replacement interfaces and commands. For example, the "md" interface replaced the "mfs" interface. There wasn't really an appropriate "officially sanctioned" place to put the justification of the change.
