the rc file is located in /var/qmail/boot, you have to move it to
/var/qmail, which needs to be symlink to /usr/local/etc/rc.d/qmail.sh to
it'll start on boot time.

also, check to see if sendmail_enable="NO" in /etc/rc.conf
