Look in /etc/mail for hints about spam protection. The anti-relay rules are in there also. Alternatively, look at http://www.sendmail.org/ for examples to disallow relaying. Hopefully, showing your admins the sendmail.cf (or .mc) should be proof enought. After all, disallowing relaying is quite easy even for a FreeBSD mail exploder.
