The bill that I had in mind when I forged the subject header was actually a proposition by the RIAA (http://www.wartimeliberty.com/article.pl?sid=01/10/14/1756248). I remember coming across this during a recent jaunt through SSSCA-space, which is why I used the SSSCA reference---even though it seemed "off" to me. You will find that the article that I pointed out is ~much~ more similar to said proposition than the SSSCA. Sorry for the confusion. Please forgive me for not doing my homework.
