Find below dmesg and top of my 6 PPro system. As you can see,
all cpus are started: 6 dnetc at the same time in top.
Also there is no "SMP: AP CPU #0 Launched!" message in dmesg
and I think the NCPU is no more valid in 4.x kernel config files.

Hope this will help you understand what's happening.
