I had a similiar problem that made me believe my network card was at fault. 
It ended up being that during the install I choose to not custom configure 
the kernel, thus I had some conflicts betweend drivers that were agravated 
by IRQ conflicts. After the IRQ conflicts were sorted out the performance 
improved. After learning how to build a custom kernel the performance 
litterally sky rocketed.

*If anyone is interested I can post my system configuration and hardware 
setup to the list. FreeBSD on a dual processor box is simply astounding.
