Investigate ftp://ftp.FreeBSD.org/pub/FreeBSD/doc/ The .tar.gz files are just regular tarballs, the .tgz files are FreeBSD packages you can add and track with the pkg_* commands. All we need is an interface in sysinstall that can show the user the document matrix, showing the document, the language, and the format it's available in.
