Unfortunately emulators/linux_base _is_ the RedHat install (of 7.1),
so this patch does not completely solve the problem.

There are changes currently being tested to update the default Linux
base to Redhat 8 (IIRC) for 4.11 (if the regression tests pass). There
is discussion of a further patch to more fully generalize being able to
support different linux_bases by default, that would follow that commit.

So, there is active work in this area, but the next window for a possible
commit is going to be early January due to the QA/release cycle.
