It worked in my local tests, honest!  :-p

Hmmm.  I wonder if it's a dependency problem, where the Makefiles are
not aware that where.html (other files too?) needs to be rebuilt if
release.ent changes.  I confess to not knowing a darn thing about how
this part works.
