Yes, there is something wrong with /usr/local/etc, that would be imposing
a structure on one place (/usr/local) we said we would absolutely not do 
that to in the base system.

I don't like third party packages touching _anything_ in the base system,
and we have gone to a lot of work to minimize it.  Now we just need to
cross the last few hurdles.
