Well, if you belong to the crowd who belives that "pay-per-view"
and your POTS will be delivered in ATM cells in the future it does.

Otherwise it's just a way to get a 144kbit/sec Internet connection
without blocking a path in your switch.

It isn't.  It's ATM cells packed up using the same electrical
parameters as an ISDN is packed up (2B+D == 144kbit/sec)

It will not be cheaper.  All ADSL/IDSL suppliers I have heard about
gives you a "CPE" with ethernet as part of the package.
