It may be of interest that a representative can vote after going to
three meetings in a three-month period. Non-voting representatives can 
participate in everything except voting. (This information is in
ftp://ftp.cup.hp.com/pub/hp_stds/udi/Postscript/rules.ps.Z, btw.)
