You're correct that taking years to respond to PRs is unproductive.

However, you're criticizing one of the people who is trying to fix the prob=
lem
by going through old PRs to see if they are still relevant.  I have tried t=
o do
that before, and after a while, had to go do other things, due to the comme=
nts.

The underlying problem is that we get far too many PRs (100+/day) than we h=
ave
volunteers to go through them.  I take some responsibility for having tried=
 to
fix this problem, but failed.

tl:dr; we have a personnel problem and no easy way to fix it.
