But why do I get this same warning on a system that has a consistent -CURRE=
NT
kernel and world, even after re-building pkg on that system from a port?

kern.osrelease: 13.0-CURRENT
kern.version: FreeBSD 13.0-CURRENT #10 r339443M: Fri Oct 19 11:16:14 CEST 2=

The pkg command built on 12-CURRENT did not emit that warning, even though
*that* binary had been built on a different "major version" ...
