At least, that's what I'm told. A general solution would be extremely useful for sites (like mine) that can't guarantee that a keyboard will be there when the host reboots. Is the serial port assumed to be the console if all the keyboard tests (legacy, USB, etc.) fail? If so, then a better flag would be a global, "If no keyboard(s) are found, should I use the serial port as the console?"-flag.
