I just rebuilt my ports last night (2021-11-20) and today I tried installing wine-devel again. After experiencing the same problem I went digging around and found that I had a /usr/local/lib/wine/ directory that had two non-functioning simlinks in it.= I removed the directory, retried the pkg install and it worked.
