patch for updating port

- Update net-mgmt/p5-NetAddr-IP 4.069_2 -> 4.075
Changes:

- remove post-patch target from the port's Makefile,
    as this docs related bug was fixed in ver.4.070
- update Comment in Makefile to mention IPv6 support
- add STRIP_CMD

- "portlint -AC" says:
WARN: Makefile: for new port, make $FreeBSD$ tag in comment section empty...
WARN: Makefile: Consider defining LICENSE.

but license is still not known.

- Tested with poudriere-3.1.1 (log attached) at 10.1-amd64 with perl5-5.18.4_11
During this testing, built-in perl tests were activated with
"pre-install: test" construct in the port's Makefile.
