-msse -msse2 -mfpmath=3Dsse are not available besides amd64 and i386. Remov=
e them
from Makefile.

Rename SSE_MAKE_ENV to SSE_CFLAGS to add them when SSE option is enabled.

Tested on powerpc64 and amd64.
