Edit /etc/inetd.conf and comment out with a # character the line that
goes like:

    ftp  stream  tcp  nowait  root  /usr/libexec/ftpd ftpd -l

Replace this with:

    # ftp  stream  tcp  nowait  root  /usr/libexec/ftpd ftpd -l
