It is certainly either ports or current material; without having looked carefully at it, I can't say which of them. Additions to the base system is usually only done after broad consensus in hackers or consensus in core (which turns out to be the same thing.) But by all means, if it is something that is of use to the Linux community, I don't see any reason you shouldn't let them have a copy, too - if it is good, it will end up there sooner or later anyway. However, you will find that they don't have a system for submitting anything but kernel changes - Linux is a kernel, not an OS.
