Patch to update to 0.8.1.4

Update to 0.8.1.4

This unbreaks release limits (PORTSCOUT=3D limit:xxx and friends) and also =
helps
in case a project maintains multiple major versions at the same time at the
expense of retrieving more data from github.

This also makes portscout behave more consistently in case GitHub is
temporarily unavailable, where before it would check tags in that case.

Now it will only do this if an empty list of releases was returned - it
couldn't tell apart no releases and technical problem beforehand. It ignores
drafts and pre-releases.
