what FreeBSD version/arch & which pkg repo are you using?

On 13.0-RELEASE amd64 with /latest/ pkg repo, not quarterly, it's
definitely there.

$ pkg search -r FreeBSD nginx
nginx-1.20.2_6,2 Robust and small WWW server
nginx-devel-1.21.5_9 Robust and small WWW server
nginx-full-1.20.2_7,2 Robust and small WWW server (full package)
...

A+
