1. Yes, you can recover your deleted files. 2. The best file recovery program is File Restore Professional. It will also recover files that have lost their file header details and hence have no file names. Most other products can't do this. You can also preview your deleted files before you make your purchase. There is also a testimonial on the companies web site about Microsoft employees in Germany using it.
