Initial reaction:  This file should be in the LOCAL_PORTS ftp area on 
freefall rather than in the source tree.

More considered reaction after relaxing a moment:  Older versions of CVS 
will not particularly like this, but it's not generally a show stopper.

I'd prefer if if this was moved to the local ports file area if possible 
and zap the rcs ,v file if everybody is agreeable..  Yes, it's only a 
small file but I'd hate it to be a precedent..  I like being able to grep 
the tree and not get binary control character hits...
