Is there an RFC for that somewhere? Of course, since it doesn't seem
to apply except in MIME, which brings a lot more to the table.

Unfortunately, the FreeBSD mail digester just blindly forwards MIME
mail, without the MIME headers (among other things).

That works for quoted text - but it depends on the text, so you might
as well make it a command. For unquoted text, the two ends have to
agree. Without some mechanism for communicating the choice, that
doesn't seem likely.
