The HARDWARE.TXT for 4.8-RELEASE invites feedback, but doesn't give a
clue about who should get it.  <doc@freebsd.org> is in the boilerplate,
so here you go:

The "Belkin USB 2.0 High Speed Host Controller" (a PCI card with 2
external USB ports) works fine, and should be added to the list in
the "USB host controllers (PCI)" section (dev.sgml:1.13.2.79:2518).
It is recognised as an NEC uPD 9210 (same device ID); I think it
should get a separate mention in HARDWARE.TXT because it is sold
in Argos (a popular mainstream catalogue store in the UK and Ireland).

Would someone like to commit this change?  Don't all rush at once.
