How much free space does the /usr partition have on it? - i.e. tracked over
time...

The only time I've seen message like the above is where the free space starts
dipping under the 10% barrier... As the space get's tight the FS starts
optimising storage for space (to conserve it), and as the free space returns
it switches back to time optimisation to improve read access etc.
