We tried hard [on IRC] to figure out what you meant, and the consensus
was "remove this conditional dependency from every port that uses it,
and make it an uncoditional dependency".  Did we read it right?  For
what it worth, mat, erwin, and myself all agreed it is a good idea.  :-)
